Description: The case of the earthquake in Armenia, Colombia on 25th January, 1999, eight municipalities intensively concentrated 98% of the deaths and 95% of the destroyed houses. The remaining 2% of deaths and 5% of destroyed housing were spread extensively over 23 municipalities in very different geographic areas. These losses were associated with a single hazard event. From the global perspective the Armenia earthquake was viewed as a single large-scale disaster. From a local perspective, however, the manifestations of risk were completely different in each municipality.
